《いまなお包括的な治療、予防、ケア、支援のサービスへのアクセスを欠いている人たちがサービスを受けられるよう協力して行動することをこのテーマは呼びかけています。たとえば、HIV陽性者の60%以上はいまも抗レトロウイルス治療を受けられないままの状態です；女性、女児、男性とセックスをする男性、トランスジェンダーの人々、セックスワーカー、若者、薬物使用者、その他の排除されやすいグループが対策の中で後回しにされたままです；HIV予防研究への投資は抑えられたままです；そして犯罪者扱いなどの人権侵害が広くみられ、効果的な対策の遂行を妨げています》
It is a call to action to work together and reach the people who still lack access to comprehensive treatment, prevention, care and support services. For example, more than 60% of people living with HIV remain without antiretroviral therapy; women and girls, men who have sex with men, transgender people, sex workers, young people, and people who use drugs and other marginalized groups remain under-prioritized in the response; investments in HIV prevention research appear to have flattened; and widespread violations of human rights including criminalisation continue to undermine effective responses.
